The publication import business is a conditional one, so a company operating in this field must apply for a license in accordance with law.
WHAT ARE PUBLICATIONS?
According to Article 4 of the Law on Publication, publications mean: “works or documents on politics, economics, culture, social affairs, education and training, sciences and technologies, literature and arts, published in Vietnamese language, languages of Vietnamese ethnic minorities or foreign languages, and also expressed in images or sounds on different materials or technical means.” Publications are usually expressed in the following forms:
- Books, including books for the visually impaired, e-books;
- Pictures, maps, posters, leaflets, brochures;
- Calendars in the form of publications;
- Audio tapes and discs; video tapes and discs.
CONDITIONS FOR GRANTING IMPORT LICENSES FOR PUBLICATIONS
- Businesses importing publications must have business registration certificates, enterprise registration certificates or investment certificates;
- The head of a publication importing business establishment must:
+ Permanently reside in Vietnam;
+ Have a university or higher degree in publications; or a professional training certificate issued by the Ministry of Information and Communications if having a university or higher degree in another discipline.
- In the case of a business establishment importing books, there must be at least 05 qualified staff members in charge of evaluating book contents, as follows:
+ The staff members must have at least 5 years of experience in publishing in Vietnam:
+ The staff members must have university or higher degrees in foreign language. If having university or higher degrees in other disciplines, they must have foreign language qualifications suitable for appraisal of imported books’ contents and certificates on publication distribution activities granted by the Ministry of Information and Communications.
APPLICATION FOR GRANTING IMPORT LICENSES FOR PUBLICATIONS
- An application for granting import licenses for publications;
- A certified copy of business registration certificate or enterprise registration certificate or investment certificate;
- Curriculum vitae of the head of the publication-importing business establishment;
- A certified copy of a university or higher degree in publication distribution; or a certified copy of a university or higher degree in another discipline along with a certificate on publication distribution activities granted by the Ministry of Information and Communications of the head of the publication-importing business establishment;
- The list of book content appraisers as for businesses importing publications;

TIME LIMIT FOR GRANTING IMPORT LICENSES FOR PUBLICATIONS:
Within 30 days after receiving complete and valid dossiers.
The publication import business is a conditional one. Therefore, in order to be licensed for this business, enterprises should pay attention to the above-mentioned content to avoid being denied business license.
